RuID Registration and QR Code Are No Longer Mandatory

Key Information: As of June 30, 2025, citizens of visa-free countries are no longer required to register in the RuID application or obtain a QR code to enter Russia. This has been officially confirmed by the Ministry of Digital Development of Russia and updates to the Timatic system.




What Has Changed?

Registration is now optional

– In the Timatic system, “must complete” has been changed to “are advised to complete.”

– QR codes are no longer required at the border.


No penalties for not registering

– Entry into Russia is allowed even without filling out the RuID application.

– Denial of boarding or entry is not legally justified.


Who does this apply to?

– Only to citizens of visa-free countries (e.g., Uzbekistan, Kazakhstan, Azerbaijan).

– Rules remain unchanged for travelers who require a visa.


Actions Taken by Authorities

– The Ministry of Digital Development, Ministry of Economic Development, and Ministry of Transport updated the rules promptly after requests from ATOR (Association of Tour Operators of Russia).

– Timatic system was updated within one day.

– Automatically generate a SNILS (social security number) for SIM cards and public services

– Create a digital profile to simplify health insurance (DMS), self-employment registration, and more

How to Register?

– Download the RuID app from the App Store or Google Play

– Sign up via email

– Fill in the application (passport, photo, purpose of visit) at least 72 hours before travel (or 4 hours in urgent cases)
